Graces submitted to the Regent House on 17 October 2007

The Council submits the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 109), will be deemed to have been approved at 4 p.m. on Friday, 26 October 2007.

1. That certain of the regulations for the Review procedure for examinations for undergraduate and certain other qualifications be amended as follows with effect from January 2008:1

Regulation 7.

By adding to the end of the regulation the following sentence:

The candidate shall, in the application, provide a full statement of his or her complaint.

Regulation 8.

By replacing in line 1 the words 'four members' by the words 'three members', by replacing in sub-paragraph (c) the words 'two members of the Regent House' by the words 'one member of the Regent House', and by inserting the following two sentences at the end of the regulation:

In the event that the Chairman declares an interest or is otherwise unable to act, the member under category (b) shall act as Chairman, and two members of the Regent House shall be appointed to act. In the event that the member under category (b) declares an interest or is otherwise unable to act, two members of the Regent House shall be appointed to act.

Regulation 9.

By replacing in line 5 the words 'two members' by the words 'one member', by replacing in lines 5-7 the word 'members' by the words 'a member', and by inserting at the end of the regulation the following sentence:

In the event that the person so appointed is unable to do so, the General Board shall appoint a replacement member from the panel.

Regulation 12.

By inserting in sub-paragraph (c) before the word 'evidence' the word 'demonstrable'.

Regulation 13.

By amending the regulation so as to read:

13. Subject to the provisions of Regulation 12, any statement of complaint received by the Review Committee shall be made available to each of the following:
(a) the Chairman of Examiners;
(b) any person against whom a complaint is laid;
(c) any other person specified by the Review Committee.

Each of these persons shall be given an opportunity to submit a written statement to the Committee in response to the complaint. The Committee shall have power to seek statements from other persons or bodies, as they think fit.

Regulation 15.

By inserting the following two sentences at the end of this regulation:

Any person or persons against whom a complaint is laid shall also be entitled to be present (and to be accompanied by a member of the Regent House). The Committee may also, at their discretion, invite other parties to attend.

Regulation 16.

By inserting in sub-paragraph (c) after the words 'to require the candidate' the words ', or the candidate's work,'.

Regulation 20.

By inserting the following new regulation so as to read:

20. A Review Committee shall, if they so wish, be entitled to make general recommendations about examination procedures to the General Board, irrespective of the outcome of their consideration of a complaint.

2. That the recommendations in paragraph 6 of the Report of the General Board, dated 11 July 2007, on the establishment of a Professorship of Cancer Therapeutics (Reporter, 2006-07, p. 886) be approved.

3. That the recommendations in paragraph 4 of the Report of the General Board, dated 11 July 2007, on the establishment of a Professorship of Immunology and Cell Biology and a Professorship of Experimental Neuroscience (Reporter, 2006-07, p. 887) be approved.

4. That the recommendations in paragraph 8 of the Second-stage Report of the Council, dated 23 July 2007, on the construction of a new building for the Institute for Manufacturing to be located at West Cambridge (Reporter, 2006-07, p. 911) be approved.

The changes proposed principally concern: ensuring that the candidate provides a full statement of his or her complaint at an early stage in the proceedings; providing for cases where the Chairman or the external member declares a conflict of interest; amending the number of members of a Review Committee from four to three; allowing persons against whom complaints are laid to attend hearings; and enabling a Review Committee to make general procedural recommendations regarding examination procedures.
