Graces submitted to the Regent House on 18 April 2007

The Council submits the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 107), will be deemed to have been approved at 4 p.m. on Friday, 27 April 2007.

1. That a Genzyme Fund for Clinical Neurosciences be established in the University, to be governed by the following regulations:1

Genzyme Fund for Clinical Neurosciences

1. The sums to be received over three years from the Board of Cambridge in America, representing a donation from the Genzyme Corporation, to support a Clinical Lectureship in Neuroimmunology in the Department of Clinical Neurosciences, and any subsequent sums received for the same purpose, shall form a fund to be called the Genzyme Fund for Clinical Neurosciences.

2. The Managers of the Fund shall be:
(a) the Head of the Department of Clinical Neurosciences,
(b) one person appointed by the Council of the School of Clinical Medicine,
(c) one person appointed by the General Board.

The Managers in classes (b) and (c) shall be appointed in the Michaelmas Term for a period of three years from 1 January following their appointment.

3. The first charge on the Fund shall be the payment of the stipend, national insurance, pension contributions, and associated indirect costs payable by the University in respect of a Clinical Lectureship in Neuroimmunology.

4. Any unexpended income of the Fund in any financial year may, at the discretion of the Managers, be either added to the capital of the Fund, or accumulated for use as income in any one or more subsequent years, or applied to support research in the Department of Clinical Neurosciences.

5. In exceptional circumstances the Managers may, subject to the approval of the General Board, use such part or parts of the capital of the Fund as they shall determine to support a Clinical Lectureship in Neuroimmunology or any other purpose as set out in Regulation 4 above.

2. That, with the concurrence of the General Board, the regulations for the Marconi Professorship of Communications Systems be amended with effect from 17 February 2007 in accordance with the order of the Charity Commissioners dated 16 February 2007 so as to read:2

Marconi Professor of Communications Systems. 2001. Computer Laboratory

1. The sum of £950,000 received from Marconi plc for the endowment of a Professorship of Communications Systems shall form a fund called the Marconi Communications Systems Fund.

2. The capital and the income of the Fund shall be available for the payment of the stipend, national insurance, pension contributions, and associated indirect costs of the Professor payable by the University.

3. After provision has been made in accordance with Regulation 2, the capital and income of the Fund may be applied in support of the work of the Professor in such manner as may be approved by the General Board on the recommendation of the Faculty Board of Computer Science and Technology.

4. Any unexpended income of the Fund in a financial year may be either added to the capital of the Fund or accumulated for expenditure in accordance with Regulation 3 in one or more subsequent years, as the General Board shall determine.

3. That the regulations for the William Harvey Studentships in Clinical Medicine be amended as follows:3

Regulation 1.

By amending the final two sentences so as to read:

One of the Studentships shall be called the 'Cambridge Medical Graduates' Fund Studentship', three of the Studentships shall be called the 'Werner Jacobson Halley Stewart Scholarships', and one of the Studentships shall be called the 'Duncan Roland Studentship'.

Regulation 3.

By amending the regulation so as to read:

3. A William Harvey Studentship may be awarded to any student pursuing a course of clinical instruction in the University leading to the degrees of Bachelor of Medicine and Bachelor of Surgery. Werner Jacobson Halley Stewart Scholarships shall be awarded to students who are pursuing the M.B./Ph.D. course.

Regulations 4 and 5.

By deleting Regulation 4, renumbering Regulation 5 as 4, and amending it so as read:

4. The Studentships shall normally be awarded in the Easter Term.

4. That the regulations for the Raymond Horton-Smith Prize be amended as follows:4

Regulation 4.

By amending the second and third sentences of the regulation so as to read:

Of the sum given to the prize-winner at least one book must be purchased with a cover suitable for embossing, the selection of which shall be with the prize-winner and the approval with the Vice-Chancellor. Any book so purchased shall be stamped with the arms of the University and with the Horton-Smith armorial bearings.

5. That the regulations for the Scandinavian Studies Fund be amended as follows:5

Regulation 11.

By amending the penultimate sentence so as to read:

Such course shall involve residence in a Scandinavian country or Scandinavian countries for not less than three months.

6. That the regulations for the Tennant Fund and Studentship be amended as follows:6

Regulation 7.

By amending the final sentence so as to read:

The course proposed, which may be varied with the consent of the Managers, shall involve residency in Norway for not less than three months.

Regulation 11.

By inserting in line 2 of the regulation after the word 'students' the words 'or University officers or other persons employed by the University or Fellows of Colleges in the University'.

7. That, with effect from 1 October 2007, the regulations for the Yorke Prizes be amended as follows:7

Regulation 10.

By inserting in line 2 after the word 'Studentships' the words 'or Scholarships' and in line 7 after the word 'Studentship' the word ', Scholarship'.

8. That a Comparative Law Endowment Fund be established in the University, to be governed by the following regulations:8

Comparative Law Endowment Fund

1. The Managers of the comparative Law Endowment Fund shall be the Faculty Board of Law, who may delegate any or all of their functions under these regulations to a committee not necessarily consisting wholly of members of the Board.

2. The income of the Fund shall be expended from time to time, as the Managers shall determine, for the general purposes of the Faculty of Law. It shall be open to the Managers to add any unexpended income in a financial year to the capital of the Fund.

9. That a Law Endowment Fund be established in the University, to be governed by the following regulations:8

Law Endowment Fund

1. The Managers of the Law Endowment Fund shall be the Faculty Board of Law, who may delegate any or all of their functions under these regulations to a committee not necessarily consisting wholly of members of the Board.

2. The income of the Fund shall be expended from time to time, as the Managers shall determine, for the general purposes of the Faculty of Law. It shall be open to the Managers to add any unexpended income in a financial year to the capital of the Fund.

They have further proposed that the regulations be simplified: the Studentships are now awarded on academic merit based on assessment results at the end of stage 1 of the clinical course.

4 Statutes and Ordinances, p. 781. Under the current regulations for the Prize the prize-winner must purchase books to half the value of the Prize. The M.D. Committee, who award the Prize, have noted that in recent years it has proved very difficult for the winners to meet this requirement. The Committee have therefore proposed that the relevant regulation be amended so that the prize-winner is required to purchase at least one book. As required by Regulation 5 for the Prize the Vice-Chancellor, the Master of St John's College, the Regius Professor of Physic, and the Professor of Pathology have been consulted and have recommended the necessary change to the regulations.

The Managers of the Fund have proposed that the existing provisions in the regulations that Students be required to spend at least eight months in Norway and that grants from unexpended income may only be awarded to students be relaxed: in recent years few applications to this Fund have been received.

7 Statutes and Ordinances, p. 911. The Faculty Board of Law have proposed that, in addition to the Studentships awarded, provision should be made in future for the award of up to four Scholarships a year to persons engaged in research in law.

8 The Fund has hitherto been administered informally. It is now proposed to establish it on a formal basis.
