University salaries and stipends: Notice

The Universities and Colleges Employers Association (UCEA) and the national trades unions have agreed a three-year pay settlement from 1 August 2006 to 30 September 2009. The settlement provides for a phased percentage increase on current salaries as follows:

(i) an increase of 3% or £515, whichever is the greater, in the salaries of non-clinical academic and academic-related staff and assistant staff from 1 August 2006 until 31 January 2007;
(ii) an increase of 1% from the then-existing levels from 1 February until 31 July 2007;
(iii) an increase of 3% from the then-existing levels from 1 August 2007 until 30 April 2008; and
(iv) an increase of 3% from the then-existing levels or £420, whichever is the greater, from 1 May 2008 until 30 September 2008; and
(v) from 1 October 2008, an increase of 2.5% from the then-existing levels or an increase equivalent to the Retail Price Index at September 2008, whichever is the greater.

The Council and the General Board have agreed that an increase on the basis set out above should be made in all relevant stipends, associated payments, and salaries with effect from 1 August 2006 to 30 September 2008. They will publish a Notice and Grace in regard of stipends and salaries from 1 October 2008 when the final figures are decided. An updated Cambridge general stipend and salary scale showing the proposed new stipends and salaries until 30 September 2008 for each grade is attached to this Notice (see p. 926). This indicates those points which are the 51 points of the national single spine and those points, above and below, which are extensions to the spine in Cambridge.

The stipends and salaries of certain University staff require the approval of the Regent House. The Council are accordingly submitting a Grace (Grace 2, p. 971) to the Regent House for the approval of an increase in these stipends and salaries resulting from the implementation of the national pay award to 30 September 2008. Subject to the approval of this Grace, it is expected that the corresponding increases in the stipends of those offices which do not require the approval of the University will be approved by the Council or the General Board, as appropriate, as will corresponding increases in the salaries of analogous unestablished staff. In the case of contract research staff and other staff supported on non-central funds, payment of the increase will be conditional on funds being available to meet the cost of the increase from the relevant funding source.

It is hoped that, if the Grace is approved, the increases will be paid to all staff in the September payroll together with the arrears. By September most staff will have been assigned to a grade on the single spine under the new arrangements introduced by the Second Joint Report of the Council and the General Board on a new pay and grading structure for non-clinical staff (Reporter, 2004-05, p. 745). Those members of staff still to be assigned will be assimilated to the revised spine in accordance with paragraph 4.4 of the Second Report.

For points 1-12, and 69-92 numbers are rounded to zero decimal places at each point and the calculation for the subsequent pay rise based on the rounded number. Other numbers are as per the UCEA published national single spine. This comprises 3% uniform steps. In order to ease the transition to a uniform single spine, while the 2003 Framework Agreement settlement provided for a general uplift in salaries of 3% from 1 August 2004, it did not increase all points on the spine by that exact percentage.
