The Council have received the remarks made at the Discussion of the Report of the RPC Working Group on the ownership of IPRs on 21 October 2003 (Reporter, p. 123) and have consulted the General Board. The Council and the Board have agreed that the best way to proceed is to invite Professor Cornish, through the Board's Research Policy Committee and consulting further as appropriate, to prepare on the Council and the Board's behalf and for their consideration a draft second Joint Report. This will take account of the remarks made at the Discussion and will propose draft regulations for an IPR policy to present to the Regent House for discussion.
