Graces submitted to the Regent House on 9 July 2003

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 18 July 2003.


1. That Deloitte & Touche be appointed to 31 July 2003, in accordance with Statute F, II, 5, to be the qualified accountants for the audit of the University's accounts for the financial year 2002-03.1


2. That Deloitte & Touche LLP be appointed from 1 August 2003, in accordance with Statute F, II, 5, to be the qualified accountants for the audit of the University's accounts for the financial year 2002-03.1


3. (a) That the regulations for the Addenbrooke's National Health Service Trust and Lifespan Healthcare Trust (Statutes and Ordinances, p. 152) be amended so as to read:2

Addenbrooke's, Papworth, West Suffolk, and Cambridgeshire and Peterborough Mental Health Partnership NHS Trusts

These Trusts are established under the terms of the National Health Service and Community Care Act 1990 and came into existence on or after 1 April 1993. The Trusts have a significant teaching commitment within the meaning of paragraph 3(1)(d) of Schedule 2 to the Act as a result of which one of the non-executive Directors of each Trust is appointed from the University.

(b) That Regulation 2(d) for the precincts of the University and residence (Statutes and Ordinances, p. 178) be amended so as to read:2

or (d) in any hospital or nursing home within the precincts of the University, or in any hospital of the Addenbrooke's, Papworth, and Cambridgeshire Mental Health Partnership NHS Trusts, or, as a student for the M.B., B.Chir. Degrees only, in the West Suffolk Hospital;


4. That all references to the NHS Executive Eastern Region and the Cambridgeshire (and Huntingdon) Health Authority in the Ordinances be replaced by reference to the Directorate of Health and Social Care, Midlands and East of England, and the Norfolk, Suffolk, and Cambridgeshire Strategic Health Authority,
respectively. 2


5. That certain regulations be amended as follows:3

(a) Regulation 1(d) for the Joint Committee on Admissions (Statutes and Ordinances, p. 140), by inserting after the words 'the Biological Sciences,' the words 'Clinical Medicine,'.

(b) Regulation 1(b) for the Health and Safety Executive Committee (Statutes and Ordinances, p. 143), by inserting after the words 'Biological Sciences,' the words 'Clinical Medicine,'.

(c) Regulation 4 for the John Humphrey Plummer Professorships (Statutes and Ordinances, p. 682), so as to read:

4. The Committee shall consist of the Vice-Chancellor, who shall be Chairman, and nine other persons, three appointed by the General Board, two by the Council of the School of the Biological Sciences, two by the Council of the School of the Physical Sciences, one by the Council of the School of Clinical Medicine, and one by the Council of the School of Technology.

(d) Regulation 1(f) for Secretaries and Superintendents of Faculties, Departments, and other institutions under the supervision of the General Board (Statutes and Ordinances, p. 717), so as to read:

(f) five other persons, one appointed by the Council of the School of the Physical Sciences, one by the Council of the School of Technology, one by the Council of the School of the Biological Sciences, one by the Council of the School of Clinical Medicine, and one by the General Board from among the members of the Faculties and Departments that fall within the scope of the School of Arts and Humanities and the School of the Humanities and Social Sciences.

(e) Regulation 3(c) for Senior Technical Officers (Statutes and Ordinances, p. 719), by inserting after the words 'Biological Sciences,' the words 'Clinical Medicine'.

(f) Regulation 2(c) for the BBV Foundation Fund (Statutes and Ordinances, p. 728), so as to read:

(c) six persons appointed by the General Board, one on the recommendation of each of the following bodies: the Council of the School of the Biological Sciences, the Council of the School of Clinical Medicine, the Council of the School of the Humanities and Social Sciences, the Council of the School of the Physical Sciences, the Council of the School of Technology, and the Council of the School of Arts and Humanities;


6. That an Institute of Astronomy Flower Fund be established in the University, to be governed by the following regulations:4

Institute of Astronomy Flower Fund

1. The sum received from Professor Donald Lynden-Bell, Emeritus Professor of Astrophysics in the University, shall form a fund called the Institute of Astronomy Flower Fund.

2. The income of the Fund shall be applied by the Secretary of the Institute of Astronomy to purchase bulbs, Cambridgeshire wild flowers, and/or trees to enhance the beauty of the grounds and especially Adams Walk at the Institute.


7. That the regulations for the Taylor Woodrow Fund be rescinded.5


8. That the Annual Report of the Council for 2001-02 be approved.6


1 The Audit Committee have recommended the reappointment of Deloitte & Touche as External Auditors to the University for the current financial year. On 1 August 2003 the business of Deloitte & Touche will be transferred to a new entity, Deloitte & Touche LLP, which the Audit Committee have recommended should be appointed as External Auditors in succession.

2 Amendments to these regulations are necessary following recent changes in the structure of the NHS.

3 Amendments to the regulations are needed following the establishment of the School of Clinical Medicine from 1 January 2003 (see also the General Board's Notice, p. 1109).

4 The Institute of Astronomy have proposed that regulations be drawn up to govern the funds donated by Professor Lynden-Bell to the Institute for the purpose of purchasing plants for its grounds.
