Report of the Council on the appointment of Pro-Vice-Chancellors: Notice

The Council have considered the remarks made at the Discussion held on Tuesday, 13 May 2003 (Reporter, p. 965), of their Report, dated 22 April 2003, on the appointment of Pro-Vice-Chancellors (p. 813).

The Council are grateful to Mr N. M. MacLaren for his suggestion that the duties of a Pro-Vice-Chancellor should be announced, with which they, of course, agree.

Professor G. R. Evans made comments on matters mentioned in the Report, but not part of the recommendations, about the interim arrangements which the Council are adopting until the new Statute is in force.

In particular Professor Evans seemed to suggest that the Vice-Chancellor could not delegate to Deputy Vice-Chancellors. The Vice-Chancellor has specific power under Statute D, III, 7 to appoint persons to act on his or her behalf. In particular the Vice-Chancellor may appoint from among the Heads of Colleges or other members of the Regent House Deputy Vice-Chancellors, and he or she may 'delegate any of the duties assigned by Statute or Ordinance to the Vice-Chancellor'. Similarly the Vice-Chancellor may appoint a member of the Regent House to act as his or her deputy in any matter, or to perform any duty assigned by the Vice-Chancellor by Statute or Ordinance.

The Council take this opportunity of announcing that the Advisory Committee will consist of:
(a) The Vice-Chancellor in the chair, and the Vice-Chancellor elect,
(b) Professor P. Goddard, appointed by the Council
(c) Dr D. W. MacDonald and Dr L. Taub, appointed by the Council
(d) Professor M. J. Daunton and Professor Sir Keith Peters, appointed by the General Board.

Apart from the ex officio members, there is no necessary implication that the persons appointed to the Advisory Committee would serve on the eventual statutory Nominating Committee.

The actual recommendation of the Report is about the constitution of the statutory Nominating Committee, and no significant point was made on that matter. The Council are therefore submitting a Grace (Grace 4, p. 1092) for the approval of that recommendation.
