Payments to Examiners and Assessors: Notice

1. The General Board have recently reviewed the payments made to Examiners and Assessors (Statutes and Ordinances, p. 220). The fees and payments were last revised in 1998. Increases are now proposed as laid out in Annex 1. As part of their review, the Board took into account the differing roles of External Examiners, new or revised forms of examinations, and future changes that may be necessary to the duties and responsibilities of Examiners in the light of recent HEFCE initiatives.

2. The Board have considered the criteria for designating Examiners as External Examiners. At present there is a residential restriction on those so designated. The Board are of the view that this restriction unnecessarily bars suitable persons who live in or near Cambridge but who have no involvement in the teaching of the University. They have therefore proposed to the Council that the definition of an External Examiner be revised by removing this restriction and, to reflect that such persons appointed should be suitably independent of the University's teaching programme, by stipulating that an External Examiner should not contribute to any course of instruction which forms part of the teaching programme for the examination concerned.

3. The Board have also proposed that an additional category of External Examiner be introduced, that of Principal External Examiner whose responsibilities would extend across a significant part of the examination in question.

4. The General Board have therefore recommended to the Council that Regulations 1 to 3 of the regulations for payments to Examiners and Assessors should be revised as set out in Annex 1 attached to this Notice, with effect from 1 October 2003. The Council have agreed to submit a Grace to the Regent House (Grace 1, p. 1091) for the approval of the revised regulations.

ANNEX 1

PAYMENT TO EXAMINERS AND ASSESSORS

(Statutes and Ordinances, p. 220)

Regulations 1-3.

1. (a) No payment shall be made to any University officer, other than an Associate Lecturer who receives no stipend from the University, in respect of any of the examining duties specified in these regulations.

(b) No payment shall be made to any member of the staff of an institution within the Cambridge Theological Federation in respect of such duties undertaken in connection with any of the following examinations: the Qualifying Examination in Theology for Ministry; the First Examination and the Second Examination for the B.Th. Degree.

2. Any person appointed to be an Examiner who does not hold a University office, or a Fellowship or some other office or post in a College, and who does not teach any course of instruction which forms part of the teaching programme for the examination concerned, may be appointed as an External Examiner by the General Board, or other authority as appropriate, on the nomination of the body specified in the regulations for the examination concerned. Having regard to the duties and responsibilities of the appointment, the General Board may, on the nomination of the body concerned, designate an External Examiner as a Principal External Examiner, if that Examiner's responsibilities extend across a significant part of the examination in question. Any payment to an External Examiner shall be conditional on he or she meeting the requirements of an External Examiner as laid out by the General Board from time to time.

3. Subject to the provisions of Regulation 1, payment for acting as an Examiner or an Assessor in any of the examinations specified in this regulation shall be made at the rates shown below, subject to the following provisions:

 (i) the payment for examining or assessing components of an examination other than those specified below shall be determined by the General Board, having regard to the nature of the examining or assessment;
 (ii) except by special permission of the General Board, no one shall receive more than one additional payment for acting as an External Examiner or Assessor under any of subsections (a)-(d) below;
 (iii) if a person examines for a written paper or other component part of an examination which is offered in more than one examination, he or she shall not thereby be qualified to receive more than one payment for acting as Examiner or Assessor.

(a) Preliminary, Qualifying, and Honours Examinations

 Examination in Law for European students. 
 Examinations for the LL.M., M.B.A., M.Ed., and Mus.B. Degrees. 
 Qualifying Examination in Theology for Ministry, First Examination, and Second Examination for the B.Th. Degree. 
 Examinations for Diplomas in Architecture, Computer Science, Conservation of Easel Painting, Economics, Management Studies, Public Health, Theology and Religious Studies. 
 Examinations for Certificates of Postgraduate Study, for Diplomas and Certificates in Modern Languages, and for the Certificate in Humanities Computing for Languages.
