Graces submitted to the Regent House on 8 May 2003

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 16 May 2003.

1. That a fund, to be called the Faculty of Classics Appeal Fund 2000, be established in the University, to be governed by the following regulations.1

Faculty of Classics Appeal Fund 2000

1. The moneys donated and covenanted in response to the appeal held by the Faculty of Classics shall form a fund to be called the Faculty of Classics Appeal Fund 2000, the income of which shall be used to support the learning and teaching of the Greek and Latin languages in the University and the acquisition and development of resources for that purpose.

2. The Managers of the Fund shall be the Faculty Board of Classics.

3. Any unexpended income of the Fund in a financial year may be either added to the capital of the Fund or accumulated for use as income in future years, as the Managers may determine.

4. After provision has been made in accordance with Regulation 1, the income of the Fund shall be applied from time to time, at the discretion of the Managers, to assist in any other way the promotion and encouragement of classical studies in the University.


2. That Tudor Studentships in Financial Econometrics be established in the University to be governed by the following regulations:1

Tudor Studentships in Financial Econometrics

1. The sum of £120,000 given to the University by the Tudor Investment Corporation shall form a fund, which shall be used to provide awards known as Tudor Studentships in Financial Econometrics in the Faculty of Economics and Politics.

2. The Managers of the Fund shall be the Chairman and the Secretary of the Degree Committee for the Faculty of Economics and Politics, and one person appointed by the Faculty Board of Economics and Politics in the Michaelmas Term to serve for three years from 1 January following the appointment.

3. The income of the Fund shall be used to provide awards known as Tudor Studentships in Financial Econometrics in the Faculty of Economics and Politics, which shall be open to any person who is or is about to be registered as a Graduate Student in the University. Holders of the awards shall undertake advanced study or research in the Faculty of Economics and Politics.

4. An award shall be tenable for one year in the first instance, and may be renewed by the Managers for a second or third year.

5. The emolument paid to an award holder shall be determined by the Managers within a range approved from time to time by the Council.

6. Any unexpended income may be either added to the capital of the Fund or accumulated for use as income in subsequent years, as the Managers may determine.


3. That, on the recommendation of the Library Syndicate, the references in Statutes and Ordinances to the Agency of the Copyright Libraries be amended to the Agency for the Legal Deposit Libraries and that Regulation 1 for the Agency be further amended by deleting from line 4 of the regulation the words 'in London'.2

4. That the regulations for University Composition Fees, as amended by Grace 1 of 12 February 2003 and Grace 1 of 12 March 2003, be further amended as follows:3

5. That the regulations for the form and conduct of examinations be amended so as to read:4

FORM AND CONDUCT OF EXAMINATIONS

1. For any examination or part of an examination no change in the form and conduct of the examination, by comparison with the form and conduct of that examination in the previous year, shall be made if it would affect the preparation of candidates, unless


either (a) the Ordinances governing the examination have been amended with effect from a date later than that of the examination in the previous year;
or (b) any supplementary regulations defining or limiting the scope of the examination have been published or amended not later than the date specified in the Schedule to these regulations;
or (c) the Faculty Board or other body concerned have published, not later than the date specified in the Schedule, a Notice of the changes of form and conduct, not governed by the regulations or supplementary regulations, that will be made.

2. For any examination or part of an examination held for the first time, the Faculty Board or other body concerned shall publish by the first day of the Full Term preceding that in which the examination takes place, a Notice specifying in as much detail as possible the form and conduct of that examination or part of an examination.

3. In these regulations the term examination in Regulations 1 and 2 shall include any course-work, essay, or other exercise specified in the Ordinances governing that examination.


SCHEDULE

6. That the Professorship of English as an International Language be retitled as the Professorship of English and Applied Linguistics, with effect from 1 October 2004.5

7. That the regulations for the Members' History Fund be amended so as to read:6

1. The Managers of the Members' History Fund shall be the Faculty Board of History. The Faculty Board may appoint a committee, not necessarily consisting wholly of members of the Board, to discharge any of their functions under these regulations.

2. The first charge on the income of the Fund shall be the provision of the Members' History Prize, which shall be awarded each year for the best dissertation on an historical subject.

3. The Prize shall be open to any member of the University who has been approved by the Board of Graduate Studies, on the recommendation of the Degree Committee for the Faculty of History, for the award of the M.Phil. Degree during the preceding academical year.

4. The Managers shall award the Prize not later than the end of the Full Easter Term next following.

5. The value of the Prize shall be such sum as shall be determined by the Managers, within a range approved from time to time by the Council.

6. After provision has been made for the award of the Members' History Prize, any unexpended income accumulated in the Fund may be applied by the Managers:


(a) to make grants in aid of research to Graduate Students working under the supervision of the Degree Committee for the Faculty of History;
(b) to promote in any other way the study of History in the University.

8. That the regulations for the Audit Committee be amended by adding a new Regulation 5 so as to read:7

5. No business shall be conducted at a meeting of the Audit Committee unless five members at least are present, of whom at least one shall be a member from class (b) and two shall be members from class (c).

9. That the recommendations in paragraph 4 of the Joint Report of the Council and the General Board, dated 24 and 12 February 2003, on an amendment to Statute D, I to establish part-time offices (Reporter, p. 616), as amended in the Council's Notice of 5 May 2003 (p. 859), be approved.8

10. That the recommendations in paragraph 31 of the Report of the General Board, dated 19 February 2003, on the structure of academic offices in the University (Reporter, p. 618) be approved.9

11. That the recommendations in paragraph 9 of the Report of the Council, dated 17 March 2003, on the building of an indoor cricket school at Fenner's (Reporter, p. 730) be approved.

12. That the recommendations in paragraph 14 of the Joint Report of the Council and the General Board, dated 17 and 12 March 2003, on the implementation in Cambridge of the 2002 pay increase for non-clinical academic and academic-related staff (Reporter, p. 732) be approved.10

Following amendments to the regulations for the Members' History Fund in 2002, it has been found unnecessary to have a separate group of Adjudicators to consider entries for the Members' History Prize. The Prize is now awarded on the basis of M.Phil. dissertations and recommendations are submitted by the relevant Sub-committees of the Degree Committee of History. The Faculty Board of History have also recommended some minor revisions of the regulations to clarify the application procedure.
