University Composition Fees: Notice

The Secretary of State for Education and Skills has recently announced that tuition fees for home and EU students will rise by 2.4% for the academical year 2003-04.

The Council have reviewed the level of University Composition Fees payable by overseas students. They have noted that the fees currently payable in 2002-03, viz. £7,416 (Band 1), £9,714 (Band 2), and £17,976 (Band 3) are typically about 5 per cent below the average for universities in the Russell Group. Although the Council recognize that at Cambridge students are required to pay College fees as well as University Composition Fees, they consider that an increase in fees at 2 per cent above the rate of inflation would be justified for 2003-04 and for the following two years. They accordingly propose that fees for overseas students should be increased for 2003-04 by 4.4 per cent, that is by 2 per cent more than the Government's inflation figure.

The Council consider that it would assist students and their sponsors if fees could be set for two years ahead, rather than for one year ahead as has hitherto been customary. They accordingly propose that fees for overseas students should be increased for 2004-05 by similar proportions.

The Council are submitting a Grace to the Regent House (Grace 1, p. 713) for the approval of the changes to the Table of Fees which result from their proposals in this Notice.

The Council have agreed in principle to propose a review of the grant from the Chest to the Cambridge Commonwealth Trust and the Cambridge Overseas Trust in support of the extra costs. The Council also expect to have regard to the reduction in the obligations of the Trusts arising from the proposed accession of new member states to the European Union.
