Result of ballots

6 December 2002

The Registrary gives notice of the following results of the postal ballots held between 25 November and 6 December 2002:

A.  Conduct of Discussions

Grace 1 of 15 May 2002 and the amendments thereof

The results of the voting on this Grace are as follows:

Option (a) approval of the Grace unamended.
Option (b) approval of the Grace as amended in Amendment 1.
Option (c) approval of the Grace as amended by Amendment 2.
Option (d) rejection of the Grace.

Number of valid votes: 1,024

Since the STV regulations are being used on this occasion to ascertain which single option commands the greatest support, the quota (i.e. the number of votes required to guarantee overall support for any one option to the exclusion of the others) is 512.

This Grace is therefore approved in the following amended form:

That the regulations for Discussions be amended as follows:

Regulation 5.

By amending the regulation so as to read:

5. The person presiding at a Discussion shall have power to impose a general limit on the length of speeches or to rule out of order particular remarks in a speech on the grounds that they are irrelevant or defamatory or to terminate the discussion of a particular topic.

Regulation 6.

By inserting between the first and second sentences the following:

The Registrary shall not include in the formal record any remarks which are ruled out of order or which are otherwise in breach of a procedural ruling by the Vice-Chancellor or other person presiding.

B.  Report of the Council on the Principal Administrative Officers

Grace 7 of 24 July 2002

The results of the voting on this Grace are as follows:

In favour of the Grace: 457
Against the Grace: 570

This Grace, for the approval of the recommendations of the Council's Report, is therefore rejected.
