Graces submitted to the Regent House on 27 November 2002

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 6 December 2002.

1. That the regulations for the North Carolina State University Fund be amended as follows:1

Regulation 3.

By amending the regulation so as to read:

3. The Prize shall be awarded annually by the Examiners for Part IIB of the Chemical Engineering Tripos to a candidate for that Part of the Tripos who has shown distinction in the performance of original project work in the form of a theoretical or experimental investigation. The Prize should not be awarded to the same candidate to whom the T. R. C. Fox Prize is awarded.

2. That the regulations to the Shell Fund for Chemical Engineering be replaced by the following new regulations:2
1. The gifts to the University from the Shell Group of Oil Companies for the furtherance of Chemical Engineering shall form a fund to be called the Shell Fund for Chemical Engineering.

The administration of the Fund shall be entrusted to five Managers. The Managers shall be:

(a) the Head of the Department of Chemical Engineering who shall be Chairman,
(b) the Secretary of the Chemical Engineering Syndicate who shall act as Secretary to the Managers,
(c) a person appointed by the Shell Group of Oil Companies (or a deputy),
(d) two members of the Regent House appointed by the Chemical Engineering Syndicate.

The Managers in classes (c) and (d) shall be appointed in the Michaelmas Term to serve for three years from 1 January following their appointment.

3. The Fund shall be used to defray the expenses of visiting scholars invited to Cambridge by the Managers, or to support research in the Department of Chemical Engineering, or for any purpose which in the opinion of the Managers will help towards the development of the study of Chemical Engineering at Cambridge.

4. The Managers shall meet in the Michaelmas Term of each year and at other times as they think fit. No resolution of the Managers shall be valid unless approved by at least three of their number.

5. The Managers shall report to the Chemical Engineering Syndicate in the Lent Term of each year on the administration of the Fund during the previous academical year.

6. Subject to the foregoing regulations, the Managers may make supplementary regulations for their own proceedings and administration of the Fund.


3. That the recommendations in paragraph 10 of the Report of the Council, dated 22 July 2002, on the construction of new cancer research laboratories at the Addenbrooke's Hospital Site (Reporter, 2001-02, p. 1254) be approved.3

The Managers of the Shell Fund for Chemical Engineering have proposed a revision of the regulations for the fund as the present regulations are now out-dated. The original Fund was established on the basis of an annual gift of £3,000 from the Shell Group of Oil Companies. This annual gift has now ceased. The Managers have also proposed amendments to improve the administration of the Fund. These amendments are supported by the Chemical Engineering Syndicate and have the approval of the Shell Group.
