Graces submitted to the Regent House on 2 October 2002

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 11 October 2002.

1. That the title Emeritus Commissary be conferred upon the Right Honourable Lord Oliver of Aylmerton.1

2. That Regulations 4 and 6 of the regulations for the Unified Administrative Service be amended as follows:2

Regulation 4.

By amending the reference to Computer Officer in lines 4-5 so as to read:

Computer Officer (in six grades, Principal Computer Officer, Senior Computer Officer, and Officer, I, II, III, IV)

Regulation 6.

By inserting in line 2 before the words 'Senior Computer Officer' the words 'Principal Computer Officer,'.

3. That an H.A. Turner Prize be established in the University, to be governed by the following regulations:3

H.A. Turner Prize

1. The sum of £3,000 bequeathed to the University by the late Professor H.A. Turner shall form a fund called the Turner Fund, for the purpose of providing an annual prize in Economics, which shall be called the H.A. Turner Prize in Labour Studies.

2. The Prize shall be awarded each year by the Examiners for [Part II of the Economics Tripos (Old Regulations) to the candidate who achieves the best mark in Paper 4 (Labour) in that examination] Part IIB of the Economics Tripos (New Regulations) to the candidate who achieves the best mark in Paper 3 (Labour) in that examination.* For this purpose a candidate who submits a dissertation within the field of Labour Studies shall be eligible for the prize.

3. The value of the Prize shall be such sum as shall be determined by the Faculty Board of Economics and Politics within a range approved from time to time by the Council.

4. After provision has been made, in accordance with the foregoing regulations, for the award of the Prize, the balance of the annual income shall be added to the capital of the Fund.

* The words in angular brackets will replace the words in square brackets with effect from 1 October 2003.

4. That the regulations for the Societies Syndicate be amended, as follows:4

Regulation 1.

By amending the regulation so as to read:

1. The Societies Syndicate shall consist of:

(a) the Vice-Chancellor (or a deputy), who shall be the Chairman;
(b) the Junior Proctor (or a deputy);
(c) the Treasurer (or a deputy);
(d) the Chairman of the Committee of Senior Treasurers of College Amalgamated Clubs;
(e) two members of the Regent House appointed by the Council, of whom at least one shall be a Bursar or a Senior Tutor;
(f) three members of the University in statu pupillari appointed by the Technical Committee of the Syndicate from among the members of that Committee, provided that, when the Committee has among its members one or more graduate students, one member should be a graduate student;
(g) two members of the University in statu pupillari appointed by the College delegates who serve on the Cambridge University Students Union Council;
(h) the Cambridge University Students Union Services Officer and the Graduate Union President, ex officio.

Regulation 2.

By amending the regulation so as to read:

2. Members in class (e) shall be appointed in the Michaelmas Term to serve for four years from 1 January following their appointment. Members in classes (f), (g), and (h) shall be appointed for one year from 1 October.

Regulation 5.

By amending the regulation so as to read:

5. There shall be a Technical Committee of the Societies Syndicate which shall consist of:

(a) the Junior Proctor (or a deputy), who shall be Chairman;
(b) twelve members of the University in statu pupillari, one appointed by each of twelve societies nominated annually by the Syndics;
(c) the members of the Societies Syndicate appointed in class (g);
(d) the Cambridge University Students Union Services Officer and the Graduate Union President, ex officio.

Members in classes (b) and (d) shall be appointed in the Easter Term to serve for one year from 1 October following their appointment.

5. That the regulations for Graces and Congregations of the Regent House be amended as follows:5

Regulation 9.

By amending the first sentence of the regulation so as to read:

Any ten members of the Regent House may submit a written proposal to the Vice-Chancellor for the amendment of a Grace which has been submitted to the Regent House, provided that the proposal is received by the Vice-Chancellor before the hour specified in Regulation 5 for the approval of the Grace or, if a request for a ballot on the Grace has been received, within one week of the date on which a Notice of the request has been published under Regulation 10 below.

6. That the Annual Report of the Council for 2000-01 (Reporter, 2001-02, p. 267) be approved.6
