Graces submitted to the Regent House on 12 June 2002

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 21 June 2002.

1. That the recommendations in paragraph 8 of the Report of the Council, dated 25 February 2002, on the construction of new laboratories and offices at Strangeways Research Laboratory (Reporter, p. 573), be approved.1

2. That the recommendations in paragraph 10 of the Report of the General Board, dated 25 February 2002, on amendments to the regulations for Part III of the Natural Sciences Tripos relating to Chemistry (Reporter, p. 574), be approved.2

3. That the recommendations in paragraph 10 of the Joint Report of the Council and the General Board, dated 25 March and 13 March 2002, on adjustments to the scales of stipends and pay structure of Computer Officers (Reporter, p. 646), be approved.3

4. That the recommendations in paragraph 6 of the Joint Report of the Council and the General Board, dated 25 March and 13 March 2002, on the formulation of residence requirements for the M.Phil. Degree (Reporter, p. 649), be approved.4

5. That the recommendations in paragraph 9 of the Joint Report of the Council and the General Board, dated 25 March and 13 March 2002, on revision of the regulations governing payments additional to stipend in respect of administrative responsibility (Reporter, p. 650), be approved.5

6. That, on the recommendation of the Faculty Board of Clinical Medicine and with the concurrence of the General Board, the regulations for the Regional Postgraduate Dean in the School of Clinical Medicine be amended so as to read:6

Regional Postgraduate Dean

1. Appointments and reappointments to the University office of Regional Postgraduate Dean in the Faculty of Clinical Medicine shall be made by an Appointments Committee consisting of the following persons:

(a) the Vice-Chancellor (or a duly appointed deputy) as Chairman;
(b) the Regius Professor of Physic;
(c) the Regional Director of Public Health;
(d) the Clinical Dean.

The Committee shall have power to make an appointment or reappointment to the office of Regional Postgraduate Dean conditional on the holding of a post specified by the Faculty Board of Clinical Medicine in an institution connected with the University. If the Regional Postgraduate Dean ceases to hold such a post he or she shall thereupon vacate the Deanship.

The duties of the Regional Postgraduate Dean shall be determined by the General Board after consultation with the Faculty Board of Clinical Medicine who shall consult the Directorate of Health and Social Care, Midlands and East of England.

2. No stipend shall be attached to the office of Regional Postgraduate Dean.

7. That the regulations for the office of Dean of Educational Studies be amended as follows:7

Regulation 1.

By deleting from line 2 the words 'shall be for periods not exceeding five years at a time, and'.

Regulation 2.

By renumbering this regulation as Regulation 3 and inserting the following new Regulation 2:

The Dean shall be appointed to hold office in the first instance for five years, unless a waiver of this requirement is approved by the General Board: on reappointment, or on first appointment if the foregoing requirement is waived, the Dean shall hold office until the retiring age so long as he or she satisfactorily performs the duties of the office.

Following changes in appointment procedures the post of Regional Postgraduate Dean is now an NHS appointment to the post of Postgraduate Dean for the Eastern Deanery made by the Directorate of Health and Social Care, Midlands and East of England with representation from the University. The Faculty Board of Clinical Medicine are of the opinion that it is important for strong links to the University to be maintained and have proposed that the person appointed should continue to hold, as a non-stipendiary office, the University office of Regional Postgraduate Dean in conjunction with the NHS post.
