Joint Report of the Council and the General Board on amendments to certain regulations consequential to the creation of a Personnel Division within the University Offices: Notice

The Council have considered the remarks made at the Discussion on 15 February 2000. They have noted that the speakers were supportive of the development of the personnel function in the University Offices and they have submitted a Grace (Grace 3, p. 504) to the Regent House for the approval of the recommendations in the Joint Report.

In their remarks, the speakers referred to broad issues of personnel policy that require further consideration, namely recruitment, retention, and pay. The Council have referred these matters to the Personnel Committee for initial consideration. They will ask the Committee to give urgent consideration to the development of a draft strategy in these and related areas for consideration by the Council and by the General Board. The Council intend that a consultation Report should be published to the Regent House by the end of Michaelmas Term 2000.

The Council have noted the remarks about the membership of the Personnel Committee. They expect that the membership will be determined through the Committees on Committees of the central bodies, in the usual way, resulting in a balance of interests.

The appointment of the Director of Personnel was announced, with that of other new senior administrators, in Michaelmas Term 1999 (Reporter, p. 102). The Council agree that such appointments should be brought within the established governance of the University as soon as possible, as suggested in the Discussion. Further senior appointments will be announced in the Reporter shortly and the Council expect to bring forward a Report, proposing amendments to Ordinance and regulations to establish all the posts and to deal with any consequential matters which may be identified, at the beginning of Michaelmas Term 2000.
