Joint Report of the Council and the General Board on the implementation in Cambridge of the 1998 pay agreement for non-clinical academic and academic-related staff

The COUNCIL and the GENERAL BOARD beg leave to report to the University as follows:

1. In their Notice on University stipends dated 25 May 1998 (Reporter, p. 707) the Council announced that, following discussion by the Joint Negotiating Committee for Academic and Academic-related Staff, agreement had been reached for an increase of 2 per cent from 1 April 1998 in the salaries of non-clinical academic and academic-related staff, to be followed by a further 1.8 per cent from 1 October 1998, making a total increase of 3.8 per cent from the latter date. By Graces 3 of 3 June and 1 of 22 July 1998, appropriate increases in all relevant Cambridge stipends and associated payments were approved with effect from the specified dates. Following the approval of these Graces, corresponding increases have been approved, by the Council or the General Board as appropriate, in those stipends that do not require the approval of the University. The effect of these increases on the general scale of stipends for University offices, and on certain other stipends and payments, is shown in the Annex to the present Report.

2. These increases in stipends entail consequential changes in the provisions relating to deductions on account of College emoluments and in the maximum level of payments for administrative work; these changes are set out in paragraphs 3 and 4 below. In addition to increases in stipends, certain other payments have also been increased, as detailed in paragraphs 5 and 6.

3. Deductions on account of College emoluments

The increase in the maximum of the scale of stipends for University Lecturers has resulted in an increase to £6,050 (from 1 April 1998) and £6,200 (from 1 October 1998) in the maximum emoluments that an officer may receive from a College without attracting deductions from his or her University stipend.

4. Payments additional to stipend

In accordance with Regulation 4 of the regulations for payments additional to stipend (Statutes and Ordinances, p. 637), the maximum annual rate of non-pensionable payment that may be made to any person on account of administrative work on behalf of a Faculty or Department has also been increased to £6,050 (from 1 April 1998) and £6,200 (from 1 October 1998).

5. Discretionary payments to University officers

The annual rate of the pensionable discretionary awards to University officers in non-professorial grades has been increased to £1,773 (from 1 April 1998) and £1,804 (from 1 October 1998).

6. Supplementary payments to Professors and staff in professorial grades

The two rates of pensionable supplementary payments to officers in professorial grades have been increased to £5,578 and £11,157 (from 1 April 1998) and £5,679 and £11,354 (from 1 October 1998).

7. Recruitment incentive payments

The national settlement does not require that a proportion of the overall cost of the settlement should be allocated on a discretionary basis. No additional funds have therefore been made available for the recruitment incentive scheme under the terms of the present pay settlement.

8. Other adjustments

The opportunity has been taken to update the Schedules of stipends and scales of stipends which are determined by the Council or the General Board (Schedules II and III, Statutes and Ordinances, pp. 632 and 634) so as to take account of the establishment and the suppression of certain offices. Adjustments have also been made to the stipends and scales of stipends of certain offices; these are the offices of the Dental Officer designated Head of the University Dental Service, the Librarian of the Language Centre, the Librarians of the Faculties of Classics and of Social and Political Sciences, and the Director of University Biomedical Support Services.
