Graces submitted to the Regent House on 29 July 1998

The Council submit the following Graces to the Regent House. In accordance with the provisions of Regulation 7 of the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), the Council have determined that a vote shall be taken by ballot on Grace 1 (see the Council's Notice, p. 951). The remaining Graces, other than any which is withdrawn or for which a ballot is requested in accordance with Regulation 8 of those regulations, will be deemed to have been approved at 4 p.m. on Friday, 7 August 1998.

1. That the recommendations contained in paragraph 7 of the Report, dated 2 February 1998, of the Council on the wearing of academical dress on 'scarlet' days (p. 386), as amended by the Council's Notice dated 27 April 1998 (p. 566), be approved.1

2. That the recommendations contained in paragraph 5 of the Report, dated 15 June 1998, of the Council on the statutory provisions for the Board of Scrutiny and on regulations for the Board (p. 802) be approved.2

3. That the regulations for University Composition Fees, as amended by Graces 1 of 13 May and 1 of 10 June 1998, be further amended, with effect from 1 September 1998, as follows:3

By amending the description of categories N and Y so as to read 'Law Tripos, Modern and Medieval Languages Tripos, Oriental Studies Tripos, period abroad'.

4. That, on the recommendation of the Faculty Board of Clinical Medicine and with the concurrence of the General Board, the regulations for the degrees of Doctor of Medicine and Master of Surgery be amended, with effect from 1 October 1998, as follows:4

(a) The regulations for the degree of Doctor of Medicine (Statutes and Ordinances, p. 451):

By amending sub-paragraph (b) so as to read:

(b) an application fee of £165.

Regulation 9.

By amending sub-paragraph (c) so as to read:

(c) a submission fee of £385.

Payments to Examiners

By amending the first six entries in the Schedule so as to read:

To the Chairman of the M.D. Committee at an Act, or to a deputy for the Chairman appointed under Regulation 5, for each candidate: £33.
To a referee (Regulation 6): £33.
To the Assessor for each candidate: £33.
To an Examiner (Regulation 10) for examining and reporting on a dissertation and for taking part in the conduct of the Act if required to do so: £100.
To an external Examiner who is required to take part in the conduct of the Act: an additional £66.
To an Examiner for taking part in a clinical examination at an Act: an additional £90.

(b) The regulations for the degree of Master of Surgery (Statutes and Ordinances, p. 454):

By amending sub-paragraph (d) so as to read:

(d) an application fee of £165.

Regulation 7.

By amending sub-paragraph (c) so as to read:

To the person presiding at a viva voce examination: £33.

To an external Examiner who is required to take part in a viva voce examination: an additional £66.

5. That a Greek and Latin Research Fund be established in the University, to be governed by the following regulations:5

GREEK AND LATIN RESEARCH FUND

 1. The sum given to the University by John Chadwick, Litt.D., Honorary Fellow of Downing College and formerly Reader in Classics, from the proceeds of the Antonio Feltrinelli Prize, awarded to him by the Accademia dei Lincei, Rome, shall form a fund called the Greek and Latin Research Fund, the purpose of which shall be the promotion of study and research in the Greek and Latin languages and in germane subjects.

 2. The Managers of the Fund shall be

(a) the Professor of Comparative Philology,
(b) two persons appointed by the Faculty Board of Classics.

Managers in class (b) shall be appointed in the Michaelmas Term to serve for two years from 1 January following their appointment.

 3. The income of the Fund shall be applied, at the discretion of the Managers,

(a) to make grants to Graduate Students and other persons, including academic visitors to the University, who are engaged in advanced study or research in the subjects specified in Regulation 1;
(b) to assist in any other way the promotion of advanced study and research in the subjects specified in Regulation 1.

 4. Any unexpended income in a financial year may be either added to the capital of the fund or accumulated for use as income in a future year, at the discretion of the Managers.

6. That approval be given for the University to become a member of the Foundation for Manufacturing, and that the University Council be authorized to appoint Trustees of the Foundation on the nomination of the Faculty Board of Engineering.6

6 For some years a Foundation of Manufacturing and Industry (FMI) has existed as a limited company, with leading industrialists as Directors, its object being to foster national policy-making and new developments in manufacturing. It is now proposed that this foundation should be replaced by a new charitable company, to be called the Foundation of Manufacturing, with wider terms of reference, and that the University should be one of the two members of the company. The other member would initially be the existing FMI, whose place would subsequently be taken by the Comino Foundation, an educational trust whose objects relate to the field of manufacturing engineering. Each of the two members would appoint up to four trustees of the Foundation. The new company would derive its income from corporate subscriptions; enquiries have indicated that an adequate subscription income is likely to be forthcoming. The company would be limited by guarantee, and the liability of the University as a member of the company would be limited to £1. The proposal has the support of the Faculty Board of Engineering and of the General Board; membership of the new company would offer opportunities for extending the links between the University and industry, and would benefit the University's teaching and research in the field of manufacturing engineering. Copies of the draft Memorandum and Articles of Association of the proposed company may be inspected in the University Registry.
